[Preventive and interceptive orthodontics in the primary health care network of the Brazilian Unified Health System: the viewpoint of the dental surgeons of Florianopolis City Hall]. / Ortodontia preventiva e interceptativa na rede de atenção básica do SUS: perspectiva dos cirurgiões-dentistas da Prefeitura Municipal de Florianópolis, Brasil.

The scope of this exploratory study was to understand the viewpoint of the dental surgeons of the Primary Health Care (PHC) network in Florianópolis regarding the need, feasibility and interest in broadening preventive orthodontic services and in the implementation of interceptive orthodontics. A structured questionnaire was used to establish the viewpoint of all the primary care dental surgeons who perform clinical care in the network. The results indicate that: the majority are in favor provided that there is an appropriate structure to attend the needs of the population; the professionals consider themselves unqualified to perform the requisite procedures, so training would be necessary; there would be no need to deploy other orthodontic procedures in primary care than those analyzed; and the main difficulties that might be encountered were related to excess demand and the lack of human resources. Despite these obstacles, the majority of the professionals consider it positive and feasible to introduce this service, which could increase the comprehensiveness of health care and bolster primary care, thereby improving the health of the population.

O objetivo deste estudo exploratório foi conhecer a perspectiva dos cirurgiões-dentistas da rede de atenção básica à saúde de Florianópolis acerca da necessidade, viabilidade e interesse quanto à ampliação dos serviços de ortodontia preventiva e à implementação dos de ortodontia interceptativa nas Unidades Básicas de Saúde do município. Empregou-se um questionário estruturado para coletar as opiniões de todos os cirurgiões-dentistas da atenção básica que realizam atendimento clínico na rede. Os resultados demonstraram que: a maioria deles é favorável desde que haja uma estruturação adequada para atender à necessidade da população; que os profissionais se consideram despreparados para realizar os procedimentos necessários, de modo que haveria a necessidade de capacitações; que não haveria a necessidade de se implantar outros procedimentos de ortodontia na atenção básica além dos analisados; e que as principais dificuldades que seriam enfrentadas estariam relacionadas ao excesso de demanda e à falta de recursos humanos. Apesar destes obstáculos, a maioria dos profissionais encara como positiva e viável a ampliação/introdução desse serviço, o que favoreceria a integralidade da atenção à saúde e fortaleceria a atenção básica, melhorando assim a saúde da população.

Rede docente assistencial UFSC/SMS de Florianópolis: reflexos da implantação dos projetos Pró-Saúde I e II / The Academic Healthcare System under the Federal University in Santa Catarina and the Florianópolis Municipal Health Secretariat: effects of the Pro-Health I and II projects

A Rede Docente Assistencial (RDA) se configura um espaço social de ensino e atenção à saúde que envolve a Secretaria Municipal de Saúde de Florianópolis (SMS de Florianópolis) e a Universidade Federal de Santa Catarina (UFSC). Abrange quatro Centros de Ensino e o Hospital Universitário Polydoro Hernani de São Thiago (HU), integrando as pessoas que atuam nessas instituições. Articula conhecimentos, consolida modelos de aprendizagem, favorece a melhoria da assistência à luz dos princípios do Sistema Único de Saúde (SUS). Tem por objetivos desenvolver proposta de gestão compartilhada, estabelecendo atribuições e compromissos das instituições; criar espaços para discussão do processo de integração ensino-serviço; promover o ensino, a pesquisa e a assistência à saúde contextualizada com a realidade; promover a educação permanente; e desenvolver mecanismos de avaliação das ações. Como estratégia para atingir os objetivos propostos, destaca-se a composição de grupos de trabalho envolvendo profissionais das duas instituições - técnicos e professores - e estudantes dos cursos de Enfermagem, Medicina, Odontologia, Nutrição, Farmácia, Serviço Social, Educação Física e Psicologia, o que favorece a integração das ações de saúde promovendo o trabalho coletivo.

The Academic Healthcare Network is a teaching and healthcare area that involves the Florianópolis Municipal Health Secretariat and the Federal University in Santa Catarina (UFSC). The network includes four teaching centers and the Polydoro Hernani de São Thiago University Hospital, integrating the professionals working in these institutions. The network links knowledge, consolidates learning models, and fosters healthcare improvements based on the principles of the Unified National Health System (SUS). The objectives are to develop a proposal for shared administration, setting responsibilities and commitments for the two institutions; create spaces for the discussion of integration between teaching and healthcare; promote teaching, research, and healthcare in keeping with the local context; promote continuing education; and develop mechanisms for evaluating the actions. A key strategy for achieving the objectives is the creation of working groups with professionals from the two institutions - staff and faculty - and undergraduate students from the Schools of Nursing, Medicine, Dentistry, Nutrition, Pharmacy, Social Work, Physical Education, and Psychology, thus favoring integration of healthcare activities and promoting teamwork.

Formação em odontologia e interdisciplinaridade: o Pró-Saúde da UFSC / Interdisciplinarity and dentistry training: UFSC's Pro-Health program

Na última década, a formação de profissionais de saúde tem sido reformulada com políticas de educação e de saúde promovidas pelos Ministérios da Educação e Cultura e da Saúde. Este artigo apresenta a experiência do Curso de Graduação em Odontologia da Universidade Federal de Santa Catarina (UFSC) na implantação do Programa Nacional de Reorientação da Formação Profissional em Saúde ­ Pró-Saúde. Como processo indutor, o programa direcionou as mudanças com vistas à integração ensino-serviço e à utilização de novas metodologias de ensino-aprendizagem, enfatizando a atenção básica. Na área de Odontologia, tais movimentos mostram-se necessários tendo em vista que, historicamente, tanto o sistema formador como o mercado de trabalho foram regidos pela iniciativa privada. Na UFSC, as atividades foram estruturadas em conformidade com os três eixos de desenvolvimento do Programa e impulsionaram o movimento de reforma curricular. O Pró-Saúde foi fundamental para a indução desse processo de mudança em uma perspectiva interdisciplinar, trazendo contribuições em todos os eixos (AU).

In the last decade, the training of health professionals was restructured with education and health policies promoted in partnership by the Ministries of Education and Culture and Health. This article presents the experience of the Undergraduate Dentistry Course of the Federal University of Santa Catarina (UFSC) gained in implementing the National Redirection of Vocational Training in Health - Pro-Health. As an inductive process, it led to changes, aiming at integrating learning and health service and at using new methods of teaching and learning, emphasizing primary care. In the field of dentistry, these movements seemed necessary, considering that, historically, both the educational system and the labor market were governed by private initiative. In UFSC, the activities were structured in accordance with the three axes of development presented by the program, and drove the movement to reform the curriculum. Pro-Health was essential for inducing the process of change in an interdisciplinary perspective, offering contributions across all axes (AU).
